  5.                           CICNet Acceptable Use Policy 
  6.    
  7.   General 
  8.    
  9.   CICNet was founded by the member universities of the Committee on 
  10.   Institutional Cooperation to provide a high speed data communications 
  11.   infrastructure for a seven state region of the upper Midwest. 
  12.   CICNet's network exists for the primary purpose of transmitting and 
  13.   sharing information between academic and research organizations.  The 
  14.   founders of CICNet encourage organizations from both the public and 
  15.   private sectors to become members of CICNet.  The use of CICNet 
  16.   facilities by any member must be consistent with this CICNet 
  17.   Acceptable Use Policy. 
  18.    
  19.   All CICNet members assume responsibility for providing reasonable 
  20.   publicity for the CICNet Acceptable Use Policy at their sites and for 
  21.   communicating this policy to an appropriate administrative authority 
  22.   at all sites connected to theirs via connections that are not 
  23.   supported by CICNet.  Ultimate responsibility for traffic that does 
  24.   or does not conform to this policy is with the individual end-user 
  25.   who originates that traffic. 
  26.    
  27.   It is the policy of CICNet to provide access to the broadest possible 
  28.   number of organizations connected to the Internet.  This is 
  29.   accomplished through connectivity to one or more national backbone 
  30.   networks.  Any traffic that exits CICNet to the numerous other 
  31.   networks to which CICNet is connected must conform to the acceptable 
  32.   use policies governing those networks.  Acceptable Use Policies for 
  33.   any and all backbone networks to which CICNet is connected are 
  34.   attached to this document. 
  35.    
  36.   Acceptable Use 
  37.    
  38.   All traffic originating at a CICNet member site, or connected via a 
  39.   CICNet member site, including state networks and other connections, 
  40.   shall be for purposes of, or in support of: 
  41.    
  42.       research; 
  43.    
  44.       education; 
  45.    
  46.       state, local, or national government affairs; 
  47.    
  48.       economic development; or 
  49.    
  50.       public service. 
  51.    
  52.   Unacceptable Use 
  53.    
  54.   It is not acceptable to use CICNet for any purposes which violate 
  55.   U.S. or state laws. 
  56.    
  57.   It is not acceptable to use CICNet so as to interfere with or disrupt 
  58.   network users, services or equipment.  Such interference or 
  59.   disruption includes, but is not limited to: distribution of 
  60.   unsolicited advertising; propagation of computer worms or viruses; 
  61.   and using the network to make unauthorized entry to other 
  62.   computational, information, or communications devices or resources. 
  63.    
  64.   Enforcement and Violations 
  65.    
  66.   The Board of Directors of CICNet, or their designee, will review 
  67.   alleged violation of the CICNet Acceptable Use Policy on a case-by- 
  68.   case basis.  Clear violations of the policy which are not promptly 
  69.   remedied by the relevant member organization may result in 
  70.   disciplinary action by CICNet up to and including the expulsion of 
  71.   the member from CICNet, termination of CICNet services, and 
  72.   forfeiture of all dues paid to date. 
  73.    
  74.   Modifications to this policy 
  75.    
  76.   CICNet, Inc. reserves the right to modify this policy at any time. 
  77.   Members will receive notification of all such modifications 30 days 
  78.   prior to their effective date.
